HCR 23                                                                       
Representative Green moved and asked unanimous consent that the                
following, which was in the Finance Committee, be taken up as a                
Special Order of Business.  There being no objection, HCR 23 was               
removed from the Finance Committee.                                            
                                                                               
Representative Green moved and asked unanimous consent that                    
HCR23 be adopted.                                                              
                                                                               
Objection was heard.
